The Institute of Public Administration assumes responsibility for developing national government cadres in the Kingdom of Bahrain, in line with the government's approved directions and strategic priorities. The Institute provides training, consultation, research, assessment, and coaching services that support public sector performance and build leadership capabilities.

Pursuant to Royal Decree No. (24) of 2022 regarding the amendment of certain provisions of the above-mentioned decree.
The Institute seeks to achieve sustainable development for the nation and its citizens, based on the Constitution of the Kingdom of Bahrain and the National Action Charter, and in line with the strategic priority within the Government Work Program: “Empowering and Developing National Government Cadres.”

In fulfillment of its responsibilities, the Institute of Public Administration operates with an ambitious strategic vision that reflects its direction and designated objectives through its role in advancing administrative sciences in the Kingdom of Bahrain. It provides high-level training for national cadres and opens broader horizons for enhancing government and private sector performance in the fields of policies, strategies, resource management, change management, and the development of public and private services.
This is achieved through developing skills, behavior, and knowledge; promoting a culture of innovation and creativity through learning and training; contributing to decision-making through consultancy; solving problems through scientific research methods; and building leadership capabilities while developing competencies through assessment and personal coaching.

Developing cadres and leaders who advance administrative development in the public and private sectors in the Kingdom of Bahrain and beyond by enabling them to deliver enhanced services and address challenges through advanced leadership approaches. These approaches adopt administrative development, optimal leadership of resources, knowledge creation, and innovation enhancement as a practical methodology to support economic and social development plans through learning and development mechanisms, assessment and coaching methodologies, consultancy services, and contributions to solving administrative challenges through scientific research.
