Creative Government Performance

The Leadership Preparation Program “Kawader” is the fourth step in the leadership program ladder within the National Leadership Development Program at the Institute of Public Administration. It targets middle management and seeks to develop an innovative leader with the ability to be flexible and adapt to changes and trends, ensuring administrative operations are managed efficiently.

Program Language

  • Arabic language.

Graduation Requirements

  • Attend at least 80% of the total classroom training hours.
  • Pass the assessment with a score of at least 60%.

Duration

  • 19 training days, equivalent to 90 learning hours.

Program Details

The program consists of the following modules:

  • Leader: This module provides participants with a set of methodologies and knowledge in innovative leadership and agile leadership through administrative and institutional practices in implementing strategic plans. It also introduces principles of innovation in leading institutional work to create an innovative work environment. Participants will also be able to apply governance methods suited to the scope of institutional work.
  • Teams: This module provides participants with advanced knowledge in managing high-performing teams based on the Team Bahrain principle. It also covers the leader's role in investing team talents to achieve aspirations and directions. Participants will be provided with tools and methods to evaluate the work team and provide feedback that contributes to building and developing team capabilities and preparing a second line of distinguished, high-performing leaders.
  • Institution: This module provides participants with advanced concepts in strategic planning and the main stages of planning and strategic thinking. It also equips participants with strategic planning tools to transform plans into projects and initiatives, and specialized concepts in risk and crisis management to take the required actions. Participants will also understand the role of strategic planning in improving institutional performance quality and raising the performance of services provided to citizens and beneficiaries.
  • Performance and Innovation: This module introduces participants to performance measurement indicators, the importance of defining performance indicators to achieve competitiveness and improve performance, and a set of institutional performance indicators that enable them to raise productivity at work. It also provides models and methodologies for measuring performance levels and improving productivity, as well as tools to evaluate and monitor performance indicators. Participants will also be able to assess performance-level challenges and find innovative ways to overcome them.
  • Customers and Partners: This module provides participants with specialized knowledge and concepts in business process re-engineering, drawn from best practices in managing and improving institutional processes across areas that serve citizens and beneficiaries. It supports efficient task and process execution in public sector institutions and increases productivity by re-engineering different types of service processes. Participants will also be provided with tools to map, restructure, and improve processes and services in their institutions.
  • Creativity and Innovation: This module provides participants with specialized knowledge of innovative budgeting, the main elements of a budget, innovative methods for budgeting and cost control, and ways to link innovative budgeting with measurement systems and performance indicators.
  • Communication and Influence: This module provides participants with specialized knowledge in institutional marketing and the role of institutional marketing in highlighting institutional services and strengthening the institutional image. It also provides specialized skills and methods for dealing with media or the press during media appearances to enhance institutional reputation and market the institution's services and distinguished practices.
