The Institute provides an integrated package of services for the public and private sectors, as well as individuals. These services cover training, consulting, research, assessment, and coaching.

It is a series of leadership programs approved under the direction of the Coordinating Committee chaired by His Royal Highness the Crown Prince, the Civil Service Council, and the Civil Service Bureau in the Kingdom of Bahrain as a unified national policy and strategy for training in the government sector.

The program targets public sector employees according to the following leadership program categories:

  • Tasees: for newly appointed public sector employees.
  • Benaa: for specialists, senior specialists, and equivalent roles.
  • Takween: for unit supervisors and group heads.
  • Kawader: for section heads and equivalent roles.
  • Qeyadat: for directors and equivalent roles.

The Institute provides specialized consulting in strategic planning, digitization and digital transformation, artificial intelligence, institutional restructuring, succession planning, international licenses for quality management system certificates, process re-engineering, innovation interventions, policy recommendations, sustainability, environment, society and governance, training needs analysis, performance management, and innovative solutions through organizing and managing hackathons.

Research services include three main areas: contracted research services, including employee engagement measurement, customer satisfaction studies, and publishing scientific research; strengthening institutional innovation, including building a research and innovation culture, developing research capabilities, and assessing institutional innovation; and analysis and editing services, including literature reviews, data analysis, editing services, and support for scientific publishing.
